How Yellow Springs Community Access Operates
YSCA operates under the Yellow Springs Community Access Station Rules and other policies, rules, and procedures approved by the Cable Advisory Panel aimed at broadest participation by community members. Village government, Village Council, the CAP, and the station are equal opportunity organizations.
Ben Guenther, Digital Media Manager, is responsible for the day-to-day activities and functions of YSCA operations.
Wastewater reclamation also requires special staff licensure. Brad Ault maintains a Wastewater Class III, Kevin Martin- Class I, Jeff Horn-WDS Class 1 and Dale Fisher-WWC Class 1, operate the Water Reclamation Facility (WRF) owned and operated by the Village of Yellow Springs and located at 3835 Grinnell Rd. The WRF is rated a Class II Plant. The Village wastewater is cleaned and processed to a very high level before being discharged into the Yellow Springs Creek and, eventually, the Little Miami River.
Like the WTP, the Yellow Springs Water Reclamation Facility was originally built in 1964 with major upgrades in 1988 and in 2010. It is designed for an average wastewater flow of 0.6 million gallons per day (mgd) with a peak hourly capacity of 3.4 mgd. Flow above the PHF is diverted to the 2.5 million gallon overflow basin. The Village operates one lift station, at the north end, which pumps on average about one third of the total daily flow to the WRF.

The Village collects a 3% lodging tax for all qualifying short-term lodging establishments. This includes hotels, airbnbs, and many other types. To find out more, visit Village Code Chapter 882 or our Lodging Tax Frequently Asked Questions.
All operators of a qualifying lodging establishment must register annually and must submit lodging tax twice a year.

Ordinance 2017-14 "Enacting New Chapter 882 Entitled Lodging Excise Tax of the Codified Ordinances of the Village of Yellow Springs, Ohio Effective January 1, 2018" on September 5, 2017. This ordinance implements a lodging tax of 3% on all lodging establishments within the Village beginning January 1, 2018 with collections beginning on July 31, 2018. Foreman Ben Sparks, along with three other employees (Dustin Harris, Austin Pence and Jeff Horn), is responsible for the maintenance and operation of the electric utility and the water distribution system. The electric utility includes all lines, transformers, switching stations and poles. The water distribution system includes all main water lines that carry water from the water plant or water towers to any private service, as well as all fire hydrants.
The Village purchased the water system from Antioch College around 1927. The well field was in the north end of town now known as Ellis Park. The storage tank, or tower, was on the property now occupied by the Electroshield business at 708 South High Street. As the Village began to grow in the mid-to-late 1950s, the need for more capacity became apparent. A new treatment plant and wells were established at the present site on Jacoby Road in 1963. At the same time, a new storage tank was erected at its current location in Gaunt Park. A second tower was erected in 1978 after the first tower froze during the deep freeze in 1977 and was severely damaged.
Our current water distribution system consists of approximately thirty miles of water line, varying in size from 2” in diameter to 16” in diameter. The lines also vary in type, as some are cast iron or ductile iron while other are galvanized or plastic.
The Village has two elevated storage tanks, which are approximately 73 feet tall from the base to the top of the tower. The tanks hold 1,000,000 gallons each. The system also includes approximately 200 fire hydrants.

Meter readers Rose Pelzl and Travis Hotaling, also important members of Ben's crew, take regular reads of all electric and water meters in the Village to keep billing moving smoothly. They also repair broken meters and install new ones, as necessary.
The Youth Center, located on the first floor of the Bryan Center, is open to Yellow Springs Village residents between the ages of 11-19.
In the event that Yellow Springs Schools are closed for teacher in-service meetings or snow, Spring Break or Winter Break, the Youth Center will open at 12:00 p.m and remain open until 9:00 p.m. The Youth Center is staffed by Village employees who monitor, as well as interact with, the visitors to the center.

Learn How to Create Programs
Currently we request people complete an application form with contact information and interests. Anyone who works or lives in Yellow Springs may apply. They may be asked to help others in producing programs and helping at the station.
YSCA will teach you how to use the portable equipment for capturing scenes and to use our editing equipment to prepare content for cablecast. You may check out equipment for a project but must be trained first.
YSCA is an associate member of the Miami Valley Communications Council (MVCC) which offers many classes including using GL-2 cameras, production and editing.

Foreman Tanner Bussey, (along with his crew of Dale Fisher, Mike Neal, and David DeMaio), is responsible for several things throughout the Village. Street maintenance (includes paving and snow removal responsibilities), waste water collection (includes sewer and storm water), and Parks and Recreation (includes public parks, ball fields, swimming pool, areas of the bike path and all Village-owned buildings).
Services and Responsibility:
The purpose of the Human Relations Commission shall be to promote harmony among the citizens of the Village and to work to eliminate prejudice and discrimination within the Village against any individual or group because of race, religion, nationality, heritage, gender, age, physical disability, sexual orientation or economic class.
The Human Relations Commission meets the first Thursday of each month at 7:00 p.m. in Council Chambers located on the second floor of the Bryan Center.

Old Water Treatment Plant
The Village is proud to own and operate their own municipal water treatment plant. The plant is operated by Superintendent Brad Ault along with operators Kevin Martin, Jeff Horn and Dale Fisher. Located in Xenia Township, the plant produces and treats groundwater that is distributed to the entire Village.
In 2011 the discussion began to address our current aging water plant that is over 50 years old. The decision was made to build a new water plant in early 2016. The new design-build plant was completed and put in service December of 2017. This new plant removes iron and Manganese, as well as softens our water. We are very pleased with the performance of the new water plant and the improved water quality for the entire Village.

Village Inspiration & Design Award (VIDA)
The purpose of the VIDA is to highlight the unique and creative contributions made to our village, and to foster connections, pride, and a sense of community. We believe that art and culture are critical as we continue to build a village that provides a good quality of life, fuels creativity and innovation, and attracts people who will continue to expand the creative vision and profound thought in which this community is rooted.
The Public Art and Culture Commission on behalf of the Village of Yellow Springs presents the VIDA to a resident or local business owner who creatively enhances the overall culture of Yellow Springs and makes a transformational artistic contribution to the Village. The goal is to recognize inspirational art in its many forms that enrich our community.
A sculpture designed by local artist Jon Hudson and sponsored by Sue & Bob Swaney has been created to celebrate this award. A certificate will be awarded to the recipient(s). The VIDA logo was created by local artist Xeno Dewey.

John Bryan Community Gallery
The John Bryan Community Gallery is a multi-use space that spans 726 square feet in two wings on the second floor of the John Bryan Community Center, which serves as the Yellow Springs Municipal Building at 100 Dayton Street, Yellow Springs, Ohio. Exhibit space is available for public viewing during the building’s hours of operation (8a-9p). Exhibit space is available for public viewing during the hours of 9:00 am and 8:30 pm, Monday - Friday and 12:00 pm to 4:00 pm on Saturday, closed Sunday. The Gallery is the home base of the YS Arts Council's (YSAC) Permanent Collection. Three times a year, there are rotating shows of art from the collection in the JBC Community Gallery.
The Permanent Collection represents Yellow Springs artists through the preservation, collection, exhibition and storage of works that demonstrate the ideals, passions and creativity of the Yellow Springs community, now and in the future.”
The Permanent Collection Stewardship Committee, was formed in 2015 for the protection of the Permanent Collection and to guide its growth and mission. Active members of the Arts Council founded the project and the Yellow Springs Arts Council maintains the collection. The YS Arts & Culture Commission provides Village support for the Collection and maintains the John Bryan Center Community Gallery as an exhibition space for the Collection. The Village also provides a safe storage space for any parts of the collection that are not on display. It is a great partnership!
Many of the works are still on display at Antioch University Midwest, 900 Dayton Street, Yellow Springs, Ohio. They can be viewed during AUM’s general operating hours (weekdays from 8:30–5:00). The collection can also be seen on the YS Arts Council's Web site, ysartscouncil.org

ABOUT THE PERMANENT COLLECTION
The YSAC Permanent Collection was established in 1992 to preserve the work of Yellow Springs’ amazingly rich heritage of artists. To date, over 200 pieces by 112 artists make up the collection, in many different mediums: oil and acrylic paintings, watercolors, photographs, collages, jewelry, mixed media, prints, textiles, papier mache, pottery, sculpture, books by local authors and costumes. The collection also includes digital archives of local music, storytelling, dance, interviews with local artists, a slide show by Irwin Inman, of the 12 years of Banners in the Banner Festivals and some historical papers on YS Art Organizations, and Cultural Events.
The Permanent Collection is a historical legacy of art for the Village of Yellow Springs.
It all began at the John Bryan Center, for 20 years, each artist that did a show at the John Bryan Community Gallery donated a piece to the collection. Parts of the collection were on view in the Old Union School House and parts were in storage.
As it has grown, the collection has needed a much larger space to be able to have most of the art work on view. For the last 5 years, it has been hosted by Antioch University Midwest.
In January 2018, the John Bryan Center became the home base of the Permanent Collection again. The collection is too large for just one space anymore and thanks to the plethora of wonderful, local artists and generous donators of local art, it is growing larger all the time. Parts of the collection are on loan to different public buildings in town. Our goal is to have the collection in the public view as much as possible.
Yellow Springs Skate Park Background
The Village of Yellow Springs invested nearly $40,000 in skate park improvements. An ACC subcommittee led by AJ Warren, Matt Housh and Brian Housh collaborated with the Village team and worked closely with local youth & skaters, CT Consultants and Grindline Skateparks to develop a master plan.
Skate Park Phase One
Grindline Skateparks of Seattle, Washington implemented Phase One of the Yellow Springs Skate Park. They helped to boost local economy by employing local welders and carpenters during construction. Phase One was completed May of 2015.
The ACC sponsored a grand opening for the skate park on June 13, 2015. Skateboarding enthusiasts from all over the Miami Valley were in attendance. The event featured contests, demonstrations and instruction for all levels, and was additionally sponsored by 5 area skateboard companies.
The community has responded enthusiastically to the improvements. Once again, the skate park has become a lively point of activity for our community. Residents of all ages, and regional skateboarders utilize the facility from dawn to dusk. The park has been well maintained and many volunteers have shown their respect and appreciation, by helping with ongoing clean up and general maintenance of the facility.
Skate Park Phase Two
Fundraising initiatives are underway for Phase Two, which will complete master plan. The subcommittee is continuing to partner with community members to pursue grants and initiate fundraising activities to complete Phase Two.
Yellow Springs Musicians Agreement
The standards of consideration in this agreement promote our creative community and respect the personal space of villagers and visitors so that everyone can enjoy the downtown. Busking is an enjoyable aspect of the Yellow Springs Experience that complements business and social activities. The Village wants to provide opportunities for buskers to perform. Maintaining a high quality of life is our primary goal, and this agreement is designed to support respect for all who visit, live and work in downtown Yellow Springs.
If this agreement is not respected by performers, participants, spectators and/or business owners, further action can be taken in accordance with local ordinances.
